Jilin Province Issues Measures to Support Comprehensive Straw Utilization: A Guide for Foreign Founders
Jilin Provincial Government has issued new measures supporting comprehensive straw utilization, covering burning bans, subsidies for straw return, feed and substrate use, collection and storage infrastructure, and project financing. Foreign founders operating in agriculture, bioenergy, or new materials in Jilin should review the subsidy categories and eligibility requirements.
Overview of the New Measures
The General Office of the Jilin Provincial People's Government has issued a notice distributing the Several Measures for Supporting Comprehensive Straw Utilization in Jilin Province (document number Ji Zheng Ban Gui [2026] No. 1). The document was dated August 15, 2026, and published on August 25, 2026. It is addressed to municipal and county governments, the Changbai Mountain Management Committee, provincial departments and directly affiliated institutions, and relevant centrally administered units stationed in Jilin.
The measures are framed around implementing ecological civilization principles, addressing issues identified in central ecological and environmental protection inspections, accelerating the straw industry, and building a long-term mechanism for comprehensive utilization. For foreign founders considering agricultural processing, bioenergy, new materials, or equipment ventures in Jilin, the notice sets out where provincial support is directed and which activities qualify for subsidies.
Burning Control Zones and Compliance
Under the measures, areas within one kilometer on both sides of provincial railways, expressways, and national and provincial trunk roads, around airports, within 50 meters of forest edges, and conservation tillage plots are designated as no-burning zones. County governments will demarcate conservation tillage no-burning zones annually, with dynamic adjustment permitted. Open burning of straw is prohibited in these zones; areas outside them are limited-burning zones where controlled burning is managed in a scientific and orderly manner.
The provincial Department of Ecology and Environment, together with relevant departments, will produce a unified map of no-burning zones and incorporate it into a provincial straw planned burning integrated supervision platform. Local regulations and systems will be drafted or revised in parallel. Ecology and environment departments at all levels will strengthen supervision, while municipal and county governments bear primary responsibility for straw burning control.
Practical note for founders
Any venture handling straw should confirm whether its operational sites, storage yards, or supplier plots fall within a no-burning zone. The map and supervision platform are intended to become the reference point for enforcement.
Subsidies for Straw Return to Soil
The measures provide several subsidy channels for straw return:
- Black soil protection: Counties in typical black soil areas implementing black soil protection and utilization projects may receive at least 150 yuan per mu for applying organic fertilizer produced from straw and other materials through composting, based on the annual task area set by the province.
- Conservation tillage: Where straw coverage exceeds 60 percent, the subsidy ceiling rises to 80 yuan per mu. If one of strip tillage, harrowing-mixing, or deep loosening is also carried out, an additional 25 yuan per mu is added, raising the ceiling to 105 yuan per mu. Subsidies for coverage below 30 percent are abolished province-wide, and burned plots will not be subsidized after verification.
- Full straw return: Counties with large straw resources may use funds including the 20 percent award for central super grain-producing counties, comprehensive straw utilization funds, and provincial project funds. For autumn operations such as corn deep plowing or crushing-mixing for full straw return, or rice paddy mud mixing and dry leveling without water harrowing, the subsidy is 80 yuan per mu.
Straw Removal and Collection Infrastructure
County governments are to organize orderly removal of straw from fields other than plots used for conservation tillage, strip tillage, deep plowing, crushing-mixing, or burying. Where machinery cannot be used, such as on sloped and hilly land, manual removal is permitted. The provincial Department of Agriculture and Rural Affairs will guide removal in both no-burning and limited-burning zones and support baling and transport to reduce farmers' costs and improve collection efficiency.
Counties with large straw resources may use comprehensive straw utilization funds to build county-level collection, storage, and processing centers, township transfer stations, and village-level temporary storage points in line with the Guidelines for the Construction of Distributed Straw Collection, Storage and Processing Centers for Raw Material Use in Jilin Province. Project entities implementing high-consumption straw projects—including green hydrogen, green methanol, feed, biomass combined heat and power, environmentally friendly panels, carbon-based products, and polylactic acid—may build supporting straw collection and processing centers. Construction entities must maintain protective measures and implement safety management responsibilities.
Feed, Substrate, and Industrial Uses
Counties may draw on comprehensive straw utilization funds, grain-producing county funds, cattle and sheep output county funds, and grassland ecological protection subsidy and reward funds for straw feed utilization. For single households collecting, storing, and processing more than 100 tons of yellow silage fermented feed or ruminant compound feed, the subsidy is 35 yuan per ton of straw. For new, renovated, or expanded yellow or green silage pits of 500 cubic meters or more, the subsidy is 30 yuan per cubic meter.
Counties with large straw resources may also use comprehensive straw utilization funds for substrate utilization. Where straw is used to make substrates for edible fungi, rice seedlings, or horticultural crops, the subsidy is 60 yuan per ton of straw.
County governments may coordinate regular assistance funds to plan and implement straw utilization industrialization projects that fit the permitted use of funds and are closely linked to the interests of people at risk of returning to poverty.
Project Planning and Financing Support
The Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, and the Provincial Energy Administration are to guide localities in planning and reserving projects in line with central budget investment priorities. These include green hydrogen, green methanol, biomass combined heat and power, biodegradable new materials, environmentally friendly panels, carbon-based products, and polylactic acid. The aim is to seek central budget investment support. The provincial government investment fund is also to increase its support for projects related to comprehensive straw utilization.
Responsibilities and Next Steps for Founders
The measures assign responsibilities across the Provincial Department of Ecology and Environment, Provincial Forestry and Grassland Administration, Provincial Department of Agriculture and Rural Affairs, Provincial Animal Husbandry Administration, Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, and Provincial Energy Administration, together with municipal and county governments. Foreign founders should note that many subsidies are delivered through county-level implementation and require project approval, area verification, and compliance with provincial guidelines. Before committing capital, confirm the applicable county program, documentation requirements, and whether the project falls within a no-burning zone or a designated industrial category.
